I live in an area with a degrading copper network which results in multiple internet drop-outs and reconnects everyday. With my ps3 whenever a download gets interrupted it reconnects to the internet and continues downloading albeit lower if he sync/connection speed has dropped. I have to agree that the download management on the PS4 is a giant leap backwards from the PS3. Unfortunately, with my slow internet (slowest of slow DSL), half the time the connection drops and I have to have it reconnect (besides it trying to download everything else that is pending when I pull it out of rest mode).
